President Vladimir Putin Issues 46 Strategic Instructions Following SPIEF 2025

A comprehensive list of 46 instructions from Russian President Vladimir Putin has been published, outlining key priorities for the country’s economic and technological development in the wake of the St. Petersburg International Economic Forum (SPIEF) 2025.

Oman Economic Review was a part of the SPIEF 2025.

The directives set a clear deadline for the Government of the Russian Federation to submit, by 1 October 2025, a unified plan for structural changes across the economy. This plan will focus on several priority areas: transformation of employment, evolution of consumption, improvement of the investment climate, technological advancement, establishing a new quality of foreign trade, and enhancing efficiency in the defence and security sectors.

“Instructions focus on developing a comprehensive plan for structural changes, accelerating technological development, including the transition to the digital rouble and the preparation of an annual report on technological sovereignty, support for entrepreneurship and SMEs, developing the creative industries, increasing the flexibility of the labour market, preserving cultural heritage sites, holding the Open Dialogue international forum in 2026, and coordinating the activities of development institutions,” said Anton Kobyakov, Adviser to the President of the Russian Federation and Executive Secretary of the SPIEF Organizing Committee.

Among the measures highlighted are:

  • The transition to the digital Rouble and the strengthening of technological sovereignty.

  • Support mechanisms for entrepreneurship, small and medium-sized enterprises (SMEs), and the creative industries.

  • Initiatives to boost labour market flexibility and protect Russia’s cultural heritage.

  • Preparation for the Open Dialogue international forum scheduled for 2026.

  • Streamlining and coordination of the country’s development institutions.

As part of the follow-up to SPIEF 2025, the Roscongress Foundation, the Forum’s organiser, has been instructed to analyse and compile the final materials of this year’s event and present them to the Government by 1 October 2025.

These instructions underscore the Kremlin’s push for systemic economic transformation, combining structural reforms with digital and technological modernization, while also strengthening Russia’s position in global trade and cultural diplomacy.
