HM The Sultan Issues Three Royal Decrees; Includes Establishment Of New Academy For Strategic & Defence Studies

His Majesty Sultan Haitham bin Tarik has issued three Royal Decrees reading as follows:
Royal Decree No. (26/2022) conducts military promotions and placements at the Royal Office.
Article (1) appoints Maj.Gen Nasser Saleh Saud Al Ma’awali as Secretary-General of Liaison and Coordination.
Article (2) promotes Brigadier Idris Abdulrahman Hamoud Al Kindi to the rank of Major General and appoints him as Secretary-General of the National Security Council.
Article (3) says that this decree shall be published in the Official Gazette and enforced from its data of issue.
Royal Decree No. (27/2022) on the establishment of an Academy for Strategic and Defence Studies and promulgating its system of functioning.
Article (1) stipulates that an academy to be named “Academy for Strategic and Defence Studies” shall be established and that it shall have a legal identity and enjoy financial and administrative autonomy. The Academy shall report to the Ministry of Defence and apply the system attached to this decree.
Article (2) states that the Academy for Strategic and Defence Studies shall have its headquarters in the Governorate of Muscat and that, with a decision from the Academy’s Board of Trustees, it may have branches in other governorates.
Article (3) states that all allocations, assets, rights and obligations of the National Defence College, the Joint Command and Staff College and the Centre for Strategic and Defence Studies shall be transferred to the Academy for Strategic and Defence Studies.
Article (4) states that employees of the National Defence College, the Joint Command and Staff College and the Centre for Strategic and Defence Studies shall be moved to the Academy for Strategic and Defence Studies, along with their existing job status and financial allocations.
Article (5) states that the Chairman of the Academy’s Board of Trustees shall issue the Academy’s internal bylaws and decision necessary for the implementation of provisions of the system attached to this decree. Till such time, the existing bylaws and decisions shall continue to be applied without prejudice to the provisions of this decree or the system attached.
Article (6) cancels Royal Decree No. (2/2013), as well as all that contradicts this decree and the system attached or contravenes their provisions.
Article (7) says that this decree shall be published in the Official Gazette and enforced from its date of issue.
Royal Decree No. 28/2022 conducts military promotions and placements at the Ministry of Defence.
Article (1) appoints Air Vice Marshal (Eng.) Saleh Yahya Mas’oud Al Maskari as Head of the Academy for Strategic and Defence Studies.
Article (2) promotes Brig. Hamid Ahmed Said Sakroon to the rank of Major General and appoints him as Commandant of the National Defence College.
Article (3) says that this decree shall be published in the Official Gazette and enforced from its date of issue.
