Petrofac-PDO 10-year Framework Contract Surpasses US $450 million

In 2017, UK-based engineering mammoth, Petrofac signed a long-term Framework Agreement with Petroleum Development Oman (PDO). The agreement was 10-year long with an additional five-year extension option. This agreement further built upon a three-year programme of engineering, procurement and construction management (EPCm) support contract delivery Petrofac had undertaken on behalf of PDO.

During the 2017 announcement, the value of the contract was not mentioned. However, with the third project secured last week, Petrofac’s Framework Agreement with PDO currently stands at about US $455 million.

Here’s a breakdown of the contracts secured till date:

US$75 million Mabrouk North East line pipe contract (2019)

Announced just last week by Petrofac, the Mabrouk North East Line Pipe Procurement Project in Oman is the latest to be awarded under the framework agreement.

Valued at approximately US$75 million, the line pipe contract includes ‘management of line pipe material from sourcing, technical and commercial evaluation, planning and control services with management and coordination of interfaces with all parties involved.’ The project is expected to be 19 months long.

US$115 million Qarn Alam contract (2018)

Towards the end of last year, Petrofac announced that they had been awarded a contract worth around $115mn for the development of the Qarn Alam Co-Generation Project.

The 36-month project included installation and commissioning support for a gas turbine Generator Package with one Heat Recovery Steam Generator at the power plant which was built to support oil extraction at Qarn Alam, Oman.

This was the second contract secured by Petrofac under their landmark framework agreement.

US$265 million Marmul Polymer Phase 3 contract (2018)

The Marmul Polymer Phase 3 (MPP3) project in southern Oman was the first award to be secured by Petrofac under their 10-year framework agreement with PDO. The contact was worth $265 million and involved Engineering, Procurement and Construction support for the extension of off-plot and on-plot production facilities associated with around 500 producing and 75 injector wells.

Fostering a Stable Partnership

The MPP3 project itself was a culmination of Petrofac’s strong partnership with PDO built on the former’s track record of EPCm support contract delivery for the Rabab Harweel Integrated Project and Yibal Khuff Project for PDO.

In 2014, Petrofac was awarded a contract by PDO to provide E&P services for the Rabab Harweel Integrated Project (RHIP) located in the Harweel Cluster of fields in the south of Oman. Valued at over US$1 billion, the contract included construction and commissioning management services during the construction and start-up phases of the facility.

Prior to that, in 2005, Petrofac was awarded the EPC contract (valued at under just $1 billion) to build the second phase of the Harweel Cluster Development in southern Oman. The project was to be executed in conjunction with Galfar.
